Three tax regimes.
One firm.

ATC Legal is a boutique practice in indirect taxation. From the commercial tax era of the early nineties, through VAT, to the Goods & Services Tax — the firm has advised and appeared on the same subject, without interruption, since 1991.

Sales & Commercial Tax

The firm is founded by Adv. Syed Arif Ali, practising in state sales tax and commercial tax matters — assessments, appeals and revisions.

2005 — 2017

The VAT years

India moves to Value Added Tax. The firm guides its clients through transition, credit mechanisms and the new assessment framework.

2017 — Present

Goods & Services Tax

One nation, one tax. ATC Legal reorients as a GST boutique — advisory, departmental proceedings, audits and litigation.

Today

Two generations

The founder is joined by the next generation of counsel and a retired senior officer of the department — practice and perspective, together.

§ 01 — The Firm

A boutique, by conviction.

Indirect tax is not a department of our practice. It is the practice.

ATC Legal was established in 1991 by Advocate Syed Arif Ali as a chamber practice in commercial taxation. Over three and a half decades, the firm has deliberately remained what it began as — a focused, senior-led practice in one field of law.

That focus has a consequence: every matter, whether an advisory opinion or an appeal, is handled by counsel who work in indirect tax daily — not occasionally. The firm has advised businesses through every structural change in India's indirect tax law, including the transition to VAT in 2005 and to GST in 2017.

Today the practice spans GST advisory, departmental proceedings, audits, refunds and litigation, alongside legacy matters under the erstwhile sales tax, VAT, excise and service tax laws.

What we do

Select an area of practice to read more.

GST Advisory & Opinions

Considered written opinions and day-to-day advisory on the CGST, SGST and IGST framework — for businesses that want certainty before the department asks the question.

  • Classification of goods and services, and rate determination
  • Input tax credit — eligibility, reversal and restructuring
  • Place of supply, valuation and related-party transactions
  • Advance rulings — strategy, drafting and appearance
  • Transaction structuring and contract review from a GST lens

GST Litigation & Representation

Representation at every stage of a GST dispute — from the first show-cause notice to the appellate forums.

  • Replies to show-cause notices and adjudication proceedings
  • First appeals before the Appellate Authority
  • Appeals before the GST Appellate Tribunal (GSTAT)
  • Writ petitions before the High Court
  • Demand, penalty, detention and seizure matters

Audits, Investigations & Anti-evasion

Steady counsel when the department comes calling — combining legal strategy with an insider's understanding of departmental procedure.

  • Departmental audits under Section 65 — preparation and response
  • Summons, search and inspection proceedings
  • DGGI and anti-evasion investigations
  • Statements, submissions and personal hearings
  • Pre-emptive health checks and mock audits

Refunds & Compliance

The unglamorous work that keeps working capital moving and notices unnecessary.

  • Refunds — exports, inverted duty structure and excess balance
  • Registration, amendment and cancellation proceedings
  • Annual returns and reconciliation (GSTR-9 / 9C) review
  • E-way bill and e-invoicing disputes
  • Ongoing compliance retainers for businesses

Legacy Indirect Taxes

Disputes under the pre-2017 laws continue for years after the laws themselves. The firm has practised under each of these regimes first-hand.

  • Sales tax and commercial tax — pending assessments and appeals
  • Value Added Tax (VAT) and Central Sales Tax (CST) matters
  • Service tax and central excise disputes
  • Transitional credit disputes under GST
